Transparent Agile Maturity Model for Outsourcing

TAMMO is a lightweight, practical process maturity framework for software development outsourcing. It defines five maturity levels to standardize, measure, and improve transparency, collaboration, quality, and predictability between clients (buyers) and vendors (suppliers).

Initial / Ad-Hoc

Level 1

The process is informal, unmanaged, and unpredictable. Communication relies on casual tools. Work begins without clear agreement or structure. Outcomes depend entirely on individual skills.

Key Capabilities

Key Deliverables

  • Informal requirement description

Evaluation Criteria

  • No structured process

Structured Requirements & Agreement

Level 2

Requirements are decomposed, structured, and quantified. Both parties reach a clear, written agreement before development starts. Scope, functions, constraints, and acceptance rules are defined.

  • Formal mutual agreement

  • Structured requirement document

  • Both parties approve scope before start
  • No vague or open-ended commitments

Trackable Iterative Process

Level 3

The entire development lifecycle becomes visible and trackable. Work is split into sprints or phases. Progress is updated continuously. Both sides share real-time status.

Demonstrable & Verifiable

Level 4

Each function or sprint is deployed to a shared online demo environment. The client can inspect, test, and verify actual working software at each stage. Quality is validated incrementally.

Repeatable, Reconstructable & Continuously Improving

Level 5

The vendor delivers a complete, maintainable package: source code, test cases, environment scripts, and documentation. The project can be fully reconstructed. Process metrics enable ongoing optimization.
